jontg/gubernator repository overview

This was built using

docker buildx build --platform linux/arm64,linux/amd64 -t jontg/gubernator:latest --pull --push .

And should only be used until multi-arch images begin being published upstream; after https://github.com/mailgun/gubernator/pull/132⁠ is merged and some follow-up CI work gets merged.
